It shall be unlawful for any person to operate a massage establishment in the city without first having obtained a license therefor from the City Secretary in accordance with the provisions of this section and paying the fee herein provided. The license shall only be issued upon the approval in writing of the city health officer and the Chief of Police and the securing of a certificate of occupancy from the building official. The license shall be exhibited at all times in the establishment.
