When any one of the acts declared to be a nuisance are committed within the city, any resident of the city offended by the act may file a sworn complaint with the Judge of the Municipal Court. The Judge of the Court shall then set the matter for hearing at a time certain subsequent to ten days after the filing of the sworn complaint, will notify the party charged, enclose with the notice a copy of the sworn complaint, will hear the matter at the time set and thereafter enter his or her order thereon.
