When any person is charged with having committed an offense under this subchapter, proof that the parking space was within a restricted parking zone in connection with which the offense was committed shall constitute prima facie evidence that the restricted parking zone was established and the space laid out by order of the City Manager and that the location and regulation of parking time of the space were lawfully designated by the City Manager.
