The City Manager, or such other officers or employees as he/she shall select, shall place lines or marks on the curb or shoulder or on the street to designate the parking space. Each vehicle shall park within the lines or markings so established. It shall be unlawful to park any vehicle across any such line or mark or to park the vehicle in a way that the same shall not be within the area so designated by the line or mark.
