If any car is parked, remains or is placed within a restricted parking zone for a period in excess of two hours or that time designated by the City Manager or the City Council, it shall be prima facie evidence that the vehicle has been parked overtime and beyond the period of time established by this subchapter by the City Manager or the City Council.
