Upon the basis of an engineering and traffic investigation heretofore made on the designated streets within the corporate limits of the city as set forth in Ch. 73, Sch. I, authorized by the provisions of Tex. Transp. Code § 545.356, the Uniform Act Regulating Traffic on Highways, the speed limits indicated in Ch. 73, Sch. I for vehicles are hereby determined and declared to be the lawful maximum prima facie reasonable and prudent speed limits during the hours specifically indicated; and the speed limits being the lawful maximum prima facie reasonable and prudent speed limits for vehicles traveling at any time or during the specific hours upon the named streets and highways, or parts thereof, described in Ch. 73, Sch. I.
