The Director of Utility Operations or his/her designee may require that an irrigation system comply with all current regulations and ordinances if:
(A) The customer or irrigation system is found to be in violation of this plan on four separate occasions;
(B) In the opinion of the Director of Utility Operations or his/her designee, the violation warrants immediate compliance; or
(C) The design, installation, or operation of the irrigation system prohibits the efficient use of water.
