(A) Having a dependable water supply has always been a key issue in the development of Texas. The growing population and economic expansion occurring in North Central Texas are placing increased demands on our water supplies. In order to meet the challenge of providing for our current and future needs we must learn to use the water we already have more efficiently. By stretching our existing supplies we can delay the need for new supplies, minimize the environmental impacts associated with developing new water resources, and postpone the high cost of building the infrastructure (dams, treatment facilities, and pipelines) necessary to capture, treat, and transport the additional water into our homes and businesses.
(B) Recognizing the need for efficient use of existing water supplies, the Texas Commission on Environmental Quality (TCEQ) has developed guidelines and requirements governing the development of water conservation plans for public water suppliers. TCEQ guidelines and requirements are included in Appendix A. The City of Mansfield has developed this water conservation plan in response to TCEQ guidelines and requirements.
(C) The objectives of this water conservation plan are as follows:
(1) To reduce water consumption from the levels that would prevail without conservation efforts.
(2) To reduce the loss and waste of water.
(3) To improve efficiency in the use of water.
(4) To extend the life of current water supplies by reducing the rate of growth in demand.
(5) To educate the citizens of Mansfield about the need for water conservation and the benefits of conserving our most valued natural resource.
