(A) The municipal drainage utility system is herewith and hereby established and declared to be a public utility. The city shall have full authority to operate such system pursuant to the authority given and contained under Texas Constitution Art. XI, § 5, the Mansfield City Charter and Tex. Loc. Gov't Code Ch. 402, subchapter C, §§ 402.041 et seq.
(B) Tex. Loc. Gov't Code Ch. 402, subchapter C, §§ 402.041 et seq., as now existing or as hereafter amended are herewith adopted.
