In all instances of water tap or connections for water lines and taps for sewer service, it is deemed and found to be reasonable and just that the rates charged for same shall be calculated by the City Manager or a representative designated by him/her. Such charge shall be calculated at the time of such request or within a reasonable period of time thereafter and shall take into consideration the prevailing charges for labor and materials necessary to perform the requested services. Such charge for labor, materials and service shall, insofar as practicable, be maintained on an appropriate schedule which shall be prepared by and shall be available from the City Manager. The City Manager is hereby directed and authorized to prepare the schedule and to revise the schedule to reflect appropriate increases or decreases no less often than once each year.
