(A) For the maintenance, management and expenses of the city and for the general improvement of the city and its property and in the interest of the citizens of the city, there is hereby ordered to be charged the hereinafter specified penalty and interest against all delinquent taxes collected.
(B) Such penalty and interest as herein provided shall be charged and shall accrue until the unpaid and delinquent taxes, together with such accrued penalty and interest have been paid and satisfied.
