No person appointed to the Police Reserve Force may carry a weapon or otherwise act as a peace officer without the prior approval of the City Council. After such approval, the police reserve officer may carry a weapon only when authorized to do so by the Chief of Police and only when discharging official duties in accordance with the rules, regulations and orders promulgated by the Chief of Police.
