(A) It is hereby officially found and determined that it is to the best interest of the city and its inhabitants to create a hospital authority.
(B) By virtue of the power conferred upon the city by the Hospital Authority Act, being Tex. Health & Safety Code §§ 262.001, a hospital authority comprising the territory included within the boundaries of the city is hereby created as a body politic and corporate, and Mansfield Hospital Authority is designated as the name by which the authority shall be known.
