§ 32.02 APPOINTMENTS; TERMS.
   (A)   The members of the Senior Citizen Board shall be appointed by the City Council for two-year terms. All vacancies shall be filled for the unexpired term in the same manner as provided for the original appointments. Members of the Board may be removed by the governing body for cause. The members of the Board shall serve without compensation.
   (B)   The City Council desires to create a membership structure in which the entire membership of the Board does not change at one time. Continuity on the Board is to be maintained by ensuring that some members' terms overlap those of other members. To implement this structure, four members of the initial Board shall be appointed for a one-year term while the remaining three members shall be appointed for a two-year term. The staggering of the appointments of the initial Board is intended only to ensure that when subsequent two-year appointments are made, the membership of the Board will continuously operate on overlapping terms.
