Applications for all licenses required by village ordinance shall be made in writing to the village clerk, unless otherwise specifically provided. All licenses shall be issued by the clerk unless otherwise specifically provided, and shall be for the term of one year, terminating at the end of the fiscal year of the village unless specific provision to the contrary is made by ordinance.
