Whenever an emergency as defined in section 9-1-2 of this chapter exists, the president/mayor, or his or her interim emergency successor, as provided in section 7 of the "emergency interim executive succession act" 1 , shall declare the existence of a civil emergency by means of a written declaration setting forth the facts, which constitutes the emergency.
