It shall be unlawful to plant any trees or shrubs in any parkway outside of the sidewalk line on any street or public way in the village without having first secured a permit therefor. The fee for permits for planting shrubs or trees in any such place shall be one dollar ($1.00). Applications for permits shall be made in writing to the village clerk. (1928 Code §100)
