A. Construction: No new pavement shall be laid, nor shall any repairs to pavements in the streets or alleys be made by anyone other than the Superintendent of Public Works without a permit from the Board of Trustees. All new pavements and repairs shall be made in accordance with the specifications laid down by ordinance. (1928 Code §92)
B. Drains: It shall be unlawful for anyone to injure or obstruct any drain in or on any street, alley or other public place. (1928 Code §93)
C. Excavations: No person shall make any excavation in any street, alley or other public place without having first obtained a permit therefor from the Village Clerk. Excavations shall be refilled and the pavement restored as promptly as possible. Every person making any excavation in any such place shall give a bond, with sureties to be approved by the Clerk or the President, to insure the prompt re-laying of the pavement, in the sum of one thousand dollars ($1,000.00). D. Surface Drains: It shall be unlawful for any person to obstruct or deposit material in any surface drain along any street in the Village.
Any person desiring to construct a driveway across any such drain shall first secure a permit therefor from the Board of Trustees; and all work on the driveway must be done subject to the directions of the Board, and in the manner prescribed by the Board. (1928 Code §95)
