The Superintendent of Public Works shall have control and supervision over all the streets, sidewalks and other public places in the Village unless otherwise provided by ordinance of the Village, and he shall superintend all paving and repair work unless otherwise provided. He shall remove all obstructions, and shall report to the Village Board any encroachments of any building or structure onto the street line. (1928 Code §91)
