1-5-8: PUBLIC COMMENT AT BOARD MEETINGS:
   A.   At each meeting, a period of time will be devoted to public participation. An individual may address the Board only during this portion of regular or special Board meetings or as granted by the Village President or designee. Before appearing before and addressing the Board, members of the public are urged to seek solutions to their concerns through administrative channels.
The following rules shall govern speakers who address the Board at meetings:
      1.   Every member of the public that attends a meeting shall receive a copy of that meeting's agenda.
      2.   Any member of the public that wishes to speak at the meeting must sign in on the attendance sheet provided at the entrance of the meeting room with their name. Optional information shall be address and professional affiliation, if applicable.
      3.   All comments should be addressed to the Village President.
      4.   Speakers will be given up to five (5) minutes to speak, and shall be permitted to address the Board in the order in which they signed in. The presiding officer may extend the time allotted to any individual speaker, as appropriate.
      5.   No individual speaker may, during their allotted time to address the Board, speak or act in any way that interferes with the overall decorum and proceedings of the meeting.
      6.   Speakers concerns or comments should be limited to Village of Manhattan policy or operations.
      7.   The presiding officer shall have the authority to limit repetitive comments.
      8.   An immediate response from the Board is not required. Board members may respond, as appropriate or direct speakers to the appropriate staff member for assistance. Issues requiring possible action by the Board may be added to a future agenda, provided that forty eight (48) hours' notice of such addition shall be given pursuant to the requirements of the Open Meetings Act.
      9.   Public comments shall become part of the public record of the Board meeting. (Ord. 1252, 6-6-2017)
