1-5-5: DEPARTMENT TRUSTEES:
   A.   Appointment: The Village President, with the advice and consent of the Board of Trustees, shall appoint the Finance Department Trustee, the Technology Trustee, the Public Works Department Trustee, the Public Safety/Emergency Preparedness Department Trustee, the Community Development Trustee, and the Community Affairs Trustee.    B.   Finance Trustee:
      1.   There is hereby established a position within the Village which shall be known as the Finance Trustee who shall be a member of the Board of Trustees. The Finance Trustee shall serve as a liaison between the Corporate Authorities and the Village Administrator and the Finance Director with respect to matters and policies concerning:
         a.   The finances and revenue of the Village;
         b.   The accounts and records of the Village and all officers, boards or departments required to keep or make accounts, records or reports;
         c.   The management and control of all monies collected and paid out by the Village and collection of money due the Village;
         d.   The Village Treasurer and the auditing of all Village accounts and accounts of all special boards;
         e.   The bonding of all of the officers and employees, who have care and custody of any Village funds.
      2.   The Finance Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed on all matters pertaining to that department, including any failure to make payments or receive money due to the Village and to make such recommendations in relation to any subject matters as he or she may deem proper for action by the Corporate Authorities.
   C.   Community Affairs:
      1.   There is hereby established a position within the Village which shall be known as the Community Affairs Trustee who shall be a member of the Board of Trustees. The Community Affairs Trustee shall serve as a liaison between the Village Administrator and the Corporate Authorities with respect to matters and policies relating to:
         a.   Various community events;
         b.   Senior citizens;
         c.   Handicapped;
         d.   Sanitary condition of the Village;
         e.   Garbage, refuse and debris;
         f.   Dumping;
         g.   Weeds.
      2.   The Community Affairs Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed on all matters pertaining to community affairs and shall make records in relation to any such matters as he or she deems proper for action by the Corporate Authorities.
   D.   Public Works Department:
      1.   There is hereby established a position within the Village which shall be known as the Public Works Department Trustee who shall be a member of the Board of Trustees. The Public Works Department Trustee shall serve as a liaison between the Village Administrator and Utilities and Street Superintendent and the Corporate Authorities with respect to matters and policies relating to:
         a.   The care, maintenance and repair of all streets, alleys and storm sewers and the construction of all street improvements, paving, sidewalks, storm sewers, culverts and bridges.
         b.   The property of the Village, both real and personal.
         c.   The Village water and sanitary sewage works.
         d.   Telephone, cable, natural gas and electricity franchises and related issues.
      2.   The Public Works Department Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed on all matters pertaining to the department and shall make recommendations in relation to any such matters as he deems proper for action by the Corporate Authorities.    E.   Technology:
      1.   There is hereby established a position within the Village which shall be known as the Technology Trustee who shall be a member of the Board of Trustees. The Technology Trustee shall serve as a liaison between the Corporate Authorities, the Village Administrator, and Finance Director with respect to matters and policies concerning:
         a.   Review and evaluation of new computer equipment and software;
         b.   Short and long range planning for key future information technology services;
         c.   Review and evaluation of technology upgrades, methods and procedures and implementation of changes to increase work flow or project efficiencies;
         d.   Implementation of geographical information systems to benefit all Village departments.
      2.   The Technology Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed on all records in relation to any such matters as he or she deems proper for action by the Corporate Authorities.
   F.   Public Safety/Emergency Preparedness Department:
      1.   There is hereby established a position within the Village which shall be known as the Public Safety/Emergency Preparedness Department Trustee who shall be a member of the Board of Trustees. The Public Safety/Emergency Preparedness Department Trustee shall serve as a liaison between the Corporate Authorities, the Village Administrator, the Police Chief, and Emergency Management Director with respect to matters and policies relating to:
         a.   The enforcement of all penal ordinances of the Village in addition to all ordinances, resolutions, rules and regulations relative to street parking, traffic regulations and the like.
         b.   The Board of Police and Fire Commissioners (at such time as same is established).
         c.   The Police Pension Board (at such time as same is established).
         d.   Coordination of emergency preparedness efforts between the Village Administration, Public Works Department, Building Safety Department, Police Department, Emergency Management Agency and Fire Protection District to prepare responses for a variety of emergencies.
         e.   Development and preparation of emergency preparedness educational presentations to businesses, residents and Village employees.
         f.   Development and maintenance of emergency operating plan.
      2.   The Public Safety/Emergency Preparedness Department Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed of all matters pertaining to the department and shall make records in relation to any such matters as he deems proper for action by the Corporate Authorities.    G.   Community Development Department:
      1.   There is hereby established a position within the Village which shall be known as the Community Development Department Trustee who shall be a member of the Board of Trustees. The Community Development Department Trustee shall serve as a liaison between the Corporate Authorities and the Village Administrator with respect to matters and policies relating to:
         a.   Zoning, building and related ordinances of the Village; and
         b.   Annexation of property to the Village; and
         c.   Reviewing and amending the Comprehensive Plan and zoning map; and
         d.   The Planning and Zoning Commission.
      2.   The Community Development Department Trustee shall make such reports to the Corporate Authorities as may be necessary to keep them informed of all matters pertaining to the department and shall make records in relation to any such matters as he deems proper for action by the Corporate Authorities.
