§ 51.28 CONNECTION FEES AND REGULATIONS.
   (A)   Tap-ins and connections. The fee for connecting to the Sanitary Sewer System shall be determined by Village Council by resolution from time to time.
      (1)   The fees shall include the following:
         (a)   Connection to the sanitary sewer system based on the customer's REUs as determined by the village's Table of Equivalent Unit Factors;
         (b)   Review and approval of the permit application;
         (c)   Materials to make the tap-in;
         (d)   Labor to make the tap-in;
         (e)   Inspection of the sanitary sewer connection and site restoration; and
         (f)   Sufficient sewer pipe to extend from the sewer main to the property line.
      (2)   No fee is required for emergency or nonemergency replacement or repair of any existing tap-in of a same size.
   (B)   Sidewalk replacement and roadway restoration. If sidewalk replacement and/or roadway resurfacing is required, the permit holder must pay, in addition to the tap-in fee, the current per square foot charge incurred by the village, multiplied by the total square feet of sidewalk installed or resurfacing required. A reasonable estimate of these costs shall be made by the Department of Public Works and included in the charge assessed at the time of issuing the permit.
   (C)   Applicant responsibilities. The applicant shall be responsible for the cost of all material and construction not listed under tap-in fee.
      (1)   This responsibility includes, but is not limited to:
         (a)   The installation of any sanitary sewer line from edge of the village right-of-way to the premises; and
         (b)   Any excavation, site restoration, seeding, mulching, resurfacing of the roadway, sidewalk replacement, and other outlays related to the sewer connection within the village right-of-way.
      (2)   Charges will vary according to connection size and restoration requirements. All contracted labor must be performed in accordance with applicable safety regulations. Arrangements can be made with the Department of Public Works in cooperation with the Village Clerk for assistance in fulfilling these responsibilities.
   (D)   Supervision. All connections of any connecting sewer to any main sewer shall be made under the supervision of the authorized representatives of the Village Council and by no other persons.
