(A) No connecting sewer herein required to be built, repaired, or replaced shall hereafter be connected to the village sewage systems without first obtaining a permit therefor from the Village Clerk.
(B) The application for the permit shall contain the name of the sewer builder, the location of the premises, the name and address of the owner of the premises, the name of the occupant of the premises if different than the owner, a diagram of the route of the proposed connecting sewer, together with specifications on the depth, size of pipe, and the other details as the Village Council may from time to time specify.
