§ 51.25 FEES AND CHARGES.
   (A)   Purpose. It is the purpose of this section to provide for the recovery of costs from users of the POTW. The applicable charges or fees shall be as established by the Village Council from time to time by resolution in accordance with categories set forth in division (B) below.
   (B)   Categories of charges and fees.
      (1)   (a)   For reimbursement of costs of setting up and operating the Pretreatment Program;
         (b)   For monitoring, laboratory costs, inspections, and surveillance procedures;
         (c)   For reviewing accidental discharge procedures and construction;
         (d)   For filing appeals;
         (e)   For consistent removal by the village of pollutants otherwise subject to Federal Pretreatment Standards;
         (f)   Any others as the village may deem necessary to carry out the requirements contained herein;
         (g)   For connections to the sanitary sewer system, tap-ins and other costs relating to use as established by resolution by the Village Council; and
         (h)   For permit fees as established by resolution by the Village Council.
      (2)   The charges and fees for the services provided by the system shall be levied upon any user which may have any sewer connections with the POTW.
      (3)   The rate to be billed for the use of the system shall be established from time to time by the Village Council by resolution.
