§ 157.05 INVESTIGATION.
   All petitions for public improvements shall be investigated by the Village Clerk to determine whether a sufficient number of valid signatures have been obtained and, if the investigation discloses a deficiency, the petition shall be returned to the circulator with notice of the fact. Where any lot or parcel of land is owned by more than 1 person, each person having an interest must join in the petition. A petition containing the required number of valid signatures shall be acted upon by the Council either to accept, defer, or reject the petition.
