All petitions for public improvements shall be on forms supplied by the village and shall include an affidavit by 1 or more of the circulators that the signatures appearing thereon are genuine and each signer declares himself or herself to be the owner of the interest in the land indicated. All petitions shall be filed with the Village Clerk, who shall record the fifing date thereon and report the receipt of all the petitions to the Village Council at the next regular meeting following receipt of any such petition.
