§ 50.15 LAWN SPRINKLER SYSTEMS.
   (A)   Generally. The Manchester Village Council finds that lawn sprinkler systems installed in the village and connected to the public water supply systems must be installed with meters and protected from backflow or siphonage by the use of backflow prevention devices and meters.
   (B)   Service connections. Service connections may be installed by the property owner at the property owner's cost according to the Michigan State Plumbing Code or it may be installed by the Department upon payment of actual costs.
   (C)   Meters. Second meters for lawn sprinkler systems only shall be sold by the Village of Manchester at cost to residents on a first come, first served basis. The meters may be installed by the village and the property owner will be charged the actual cost. Once a year, the Department will seal the meters and assess fees for lawn sprinkling service. The property owner will be charged for the visit.
   (D)   Access to meters. The Department shall have the right to shut off the supply of water to any premises where the Department is not able to obtain access to the water meter. Any qualified employee of the Department shall, at all reasonable hours, have the right to enter the premises where the meters are installed for the purpose of reading, testing, removing, or inspecting same, and no person shall hinder, obstruct, or interfere with the employee in the lawful discharge of his or her duties in relation to the care and maintenance of the water meter.
   (E)   Meter failure. If any meter shall fail to register properly, the Department shall estimate the consumption on the basis of former consumption and bill accordingly.
   (F)   Inaccurate meters. Meters will be checked for accuracy upon request and, if necessary, repaired or replaced as required at a charge to be set by the Manchester Village Council based on actual cost. A service fee, after the first 30 minutes, at current village labor rates, plus any subcontractor costs will be charged when the meter is found not to be defective.
   (G)   Backflow prevention device.
      (1)   Single-zone systems. For systems with 1 zone, an atmospheric vacuum breaker shall be installed on the downstream side of the control valve.
      (2)   Multi-zone systems. For systems with multiple zones, an atmospheric vacuum breaker shall be installed on each zone, on the downstream side of the control valve, or a pressure type vacuum breaker shall be installed on the upstream side of control valves, providing that:
         (a)   Atmospheric vacuum breakers shall be full size of piping, be located a minimum of 6 inches above the highest head, and a minimum of 12 inches above the ground level; and
         (b)   Pressure type vacuum breakers shall be full size of piping, a minimum of 12 inches above the highest head, and a minimum of 14 inches above the ground.
   (H)   Prohibitions.
      (1)   Diversion of water. Diverting water from the outside meter water to inside sewered use is prohibited. The diversion will result in the retroactive charge for sewered water from the date of the wrongful interconnection.
      (2)   Sub-soil drains. There shall be no open yard, sub-soil drains in the water supply that interconnect with the Manchester Village sewer system.
