(A) Generally. The Village Council shall make all determinations regarding the interpretation of this chapter, develop policies to ensure enforcement, authorize individuals to execute the provisions, and establish fees, charges, and penalties.
(B) Permits. Any person, firm, corporation, or agent desiring to connect to the Village Water System must obtain a permit. Permit applications shall be available from the village office and must be submitted to the Village Clerk for approval before construction can begin. The Village Clerk shall pass the permit to the Department of Public Works within 3 days for review and approval of plan.
(C) Permit approval. All plans for the installation of water lines shall be reviewed and approved by an authorized employee of the village before construction begins and must be in compliance with the village design standards, Village Wellhead Protection Plan, and state and/or federal requirements.
(D) Time limit. The permit shall be valid for 180 days.
(E) Call for inspection. The person(s) responsible for installation of water lines other than village employees shall call for the first inspection before any trench is covered and shall call for a final inspection after construction is completed. The village requires notice 24 hours in advance of the inspection.
(F) Inspection. Inspection of water line construction shall be the responsibility of the Department of Public Works. Inspection of water line construction from the curb stop to the building to be serviced shall be the responsibility of the Building Inspector. The inspections shall be carried out by an authorized employee of the village assigned by the supervisor of the department with the approval of the Village Council.
(G) Enforcement authority. The authorized employee of the village shall have the authority to enforce the provisions of this chapter and shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling, and testing, in accordance with the provisions of this chapter. The authorized employee of the village shall have the right to request the accompaniment of a Village Law Enforcement Officer.
