§ 31.23 GENERAL REGULATIONS.
   It shall be the duty of the Parks Commission to provide the regulations not in conflict with this code, as it may deem advisable and expedient with respect to the use and operation of the village parks. All the rules and regulations pertaining to the use and operation of the village parks shall be published.
