No person shall engage in the business of operating a pool room or bowling establishment within the village without first obtaining a license therefor. No license shall be granted except upon certification of the Police Chief and unless a complete set of fingerprints of the applicant therefor are on file in the noncriminal identification file of the Police Department. Each license shall designate the number of pool or billiard tables or bowling lanes permitted thereunder, and no licensee shall keep or maintain more tables or lanes than permitted by the license.
