All fees for the renewal of any license which are not paid at the time the fees shall be due, shall be paid as late fees with an additional 25% of the license fee required for the licenses under the provisions of §§ 113.35 et seq., for the first 15 days that the license fee remains unpaid and thereafter the license fee shall be that stipulated for the licenses under §§ 113.35 et seq., plus 50% of the fee.
