As a credit against the license fee established for the license herein required, there shall be applied either of the following:
(A) The fee paid for any other license by the applicant under the provisions of this code for operation of a business in the Village of Manchester; or
(B) The amount paid by the applicant in personal property tax to the Village of Manchester according to the last preceding Personal Property Tax Roll.
