§ 111.14 FAILURE TO GIVE NOTICE.
   The failure of the Village Clerk to give the notices or to mail copies of reports as required by §§ 111.01 et seq. shall not invalidate the decisions or proceedings of the Village Council so long as there is substantial compliance with §§ 111.01 et seq.
