No person, other than a duly authorized village official or village employee, shall make, cause, or permit to be made any excavation or opening in or under the pavement or other surface of any street, alley, sidewalk, or other public place within the Village of Manchester, or construct, alter, or repair any street surface, drainage ditch, culvert, driveway extension, curb, gutter, or other structure within the street, alley, or other public place, except as hereinafter provided. Nothing herein shall be intended or construed to authorize any work of any kind, in any state highway right-of-way by any procedure other than that established by the Michigan State Highway Department.
