In accordance with the authority for the appointment of the village officers as the Council shall deem necessary for the execution of the powers granted to the village contained in Public Act 3 of 1895, Ch. 11, § 2, being M.C.L.A. § 62.2 and Ch. V, § 8, being M.C.L.A. § 65.8, as amended, which is the Charter of the village, there is hereby established the Office of Village Manager.
