§ 91.03 PERMITS AND PERMISSION.
   (A)   Incinerators. A building permit is required for the planning, construction, and installation of any incinerator of liquid or solid material. Written approval must be obtained from the Manchester Fire Department and included with the application for the permit.
   (B)   Specific purpose fires.
      (1)   Written permission to start and maintain a fire for a specific purpose must be obtained from the village office during regular business hours and reviewed by the Department of Public Works in advance of starting the fire. Written approval must first be obtained from the Manchester Fire Department.
      (2)   Consideration will be given to the day and time of burning, the location of surrounding buildings and improvements, the material to be burned, the size of the fire, the burning container, the wind and humidity at the time of burning, and supervision by an attendant.
   (C)   Revoking of permission or permit. A permit or permission may be revoked at any time.
   (D)   Appeal of a denial or revocation.
      (1)   Any person, firm, or corporation who believes they have been unjustly denied a permit or permission to burn may appeal to the Village Council.
      (2)   The Village Council shall promptly give further consideration to their request.
