(A) The authorized collector shall provide a covered truck or trucks so constructed that the contents will not leak or spill therefrom, in which all the refuse, white goods and bulky waste collected by him or her shall be conveyed to the place of disposition, which shall be located beyond the village limits.
(B) The vehicle shall be kept clean and as free from offensive odors as possible, and shall not be allowed to stand in any street, alley, or public place longer than is reasonably necessary to collect refuse, white goods and bulky waste.
