(A) The collection of refuse, white goods and bulky waste shall be under the supervision of the Village Manager, who shall be governed by the rules and regulations promulgated by the Village Council.
(B) The Village Manager shall make the necessary rules and regulations regarding the time and method of collection of refuse, white goods and bulky waste.

(C) No refuse, white goods or bulky waste shall be placed for collection earlier than 1:00 p.m. on the day prior to the collection day. After the collection of the container contents has been made, containers and any other items not collected shall be removed by the resident from the curbside no later than 11:59 p.m. on the day of collection.
