(A) Established; basis for computations. Rates and charges for the use of the water and sewer system of the village shall be based on the methodology in the user charge system approved by the MDEQ. Revisions to the rates are to be established by resolution of the Village Council, which may be enacted apart from the published ordinances as necessary to ensure sufficiency of revenues in meeting operation, maintenance, and replacement costs, as well as debt service. User charges for operation, maintenance, and replacement shall be subject to the annual review of the user charge system. The charges and rates shall be made against each lot, parcel of land, or premises that may obtain all or part of their water supply from the village water system and/or may have any sanitary sewer connections with the village sewage system.
(B) Amounts; billings; sanitary sewer service charges. The rates and charges for service furnished by the system shall be levied on each lot or parcel of land, building, or premises having any sanitary sewer connection with the system, on the basis of the quantity of water used thereon or therein as the same is measured therein used, or in the absence thereof, by the equitable method as shall be determined by the village, and shall be collected monthly, except in cases where the character of the sewage from a manufacturing or industrial plant, building, or premises is such that unreasonable additional burden is place upon the system, greater than that imposed by the normal domestic-strength sewage delivered to the wastewater treatment plant, the additional cost of treatment created thereby shall be an additional charge over the regular rates hereinafter set forth; or the village may, if it deems advisable, compel the manufacturing or industrial plant, building, or premise, to treat the sewage in such a manner as shall be specified by the village before discharging the sewage into the sewage disposal system. Rates for all users obtaining all or part of their water supply from sources other than the village water system may be determined by gauging or metering the actual sewage entering the system or by metering the water used by them, in a manner acceptable to the village.
(C) Water charges.
(1) Consumption charge - as per Council resolution; and
(2) Ready to serve charge - as per Council resolution.
(D) Sewer charges.
(1) (a) Sewer service charges shall be based on actual water consumption, as measured by water meter readings. Sewer service rates, subject to annual review and adjustments, if necessary, shall be established as follows:
1. Ready to serve charge - as per Council resolution; and
2. Commodity charge - as per Council resolution.
(b) The foregoing rates shall be charged each user of the system, regardless of class.
(2) Whenever a user of the system shall discharge into the system any water or waste other than normal domestic strength wastewater as determined by the village, the following surcharges, determined per Council resolution, shall be paid on the excess loading in addition to the operating rate:
(a) BOD;
(b) Suspended solids; and
(c) Phosphorous.
(E) Partial use during billing period. When service is furnished for only a portion of the billing period, the foregoing water and sewage disposal charge will be prorated. Service for 16 days within a month will be charged as a full month, service for less than 16 days will accumulate with the consumption in the following period.
(F) Water sprinkler systems. A fee as per Council resolution shall be charged for each fire protection sprinkler tap-in.
(G) Special rates. For the consumers which the Council may determine to be special cases and for large consumers of water who do not use the sanitary sewer system for all of their wastewater, the Village Council may establish by resolution the methodology to measure wastewater contribution to the system to which shall be applied the rate set forth in division (C) above.
(H) Multiple use connections.
(1) At least 1 water meter shall be installed in all connected premises where mobile home, multiple family, multiple commercial, or combinations of family and commercial use exist.
(2) The ready to serve charge will be assessed for each separate living or commercial unit.
(3) Separate water meters with lock-off valves may be installed for each family or commercial unit at the property owner's request.
(4) The foregoing charges are then applied to each meter installed on the premises for both water and sewage disposal.
