Private, not-for-profit entities shall be entitled, subject to approval of the Manchester Parks and Recreation Commission and City Council, to lease portions of Schram Park for limited purposes determined to be beneficial to the residents of the City. Any lease entered into pursuant to this section shall not exceed 12 months and shall be limited in scope and effect to preserve, to the extent possible, public access to the park facilities. The Parks and Recreation Commission shall adopt rules and regulations consistent with the term of any lease entered into pursuant to this section, and such rules and regulations shall include but not be limited to:
1. Procedures for providing notice to the public of dates and times that the park is closed to the public.
2. Procedures necessary to monitor compliance by a lessee of the park facility.
