§ 91.63 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AUTHORIZED PRIVATE RECEPTACLE. Litter storage and collection receptacle as required and authorized by this chapter.
   BULKY ITEM. Any items whose size or weight precludes or complicates its handling by normal collection processes or disposal methods.
   COMMERCIAL. Of or pertaining to a business operating for profit.
   CONDOMINIUM COMPLEX. A type of planned development in which multiple dwelling units are owned individually but are situated on land owned in common.
   CONTAINER. Any storage and collection receptacle for trash, recyclables, or yard waste, as required or authorized by this chapter.
   DOWNTOWN COLLECTION ZONE.  An area bounded by the west side of Elm Street, the north side of West Auburn Street, the west side of Pine Street, and the south side of Orange Street; in addition to another area bounded by the west side of Willow Street, north side of Hayward Street, east side of Elm Street, and south side of Auburn Street, and also encompassing properties with frontage along the following public roads and alleys: Grove Street, between Willow Street and Elm Street; Elm Street East Back; the north side of Monadnock Lane, west of Union Street; Hampshire Lane, between West Merrimack street and Mechanic Street; Franklin Street, East Back; Harry Theo Lane; Manhattan Lane; Litchfield Lane; Londonderry Lane, west of Union Street; the east side of Chestnut Street, between Hanover Street and Amherst Street; Lowell Street, North Back;and the southeast corner of Elm Street and Orange Street.
   DUMPSTER. A large sturdy metal container, with a capacity exceeding two cubic yards, for the collection of trash, designed to be emptied or transported to a dump by a specially designed truck.
   DWELLING. A building or portion thereof containing private bath, cooking and kitchen facilities, and sleeping quarters for the use of one or more individuals living as a single housekeeping unit used exclusively for residential occupancy, including single family, or multifamily dwellings, but not including hotels, lodging facilities, or rooming houses.
   DWELLING, SINGLE FAMILY. A detached building used exclusively for occupancy by one family.
   ELECTRONIC WASTE. A video display device, central processing unit of a computer, or non-mobile video display media recorder/player, as defined in RSA 149-M:27.
   HEALTH AUTHORITY. The Health Officer of the city or his designated representatives.
   LARGE MULTIFAMILY. A building or portion thereof containing five or more dwelling units, whether in common ownership or owned as a condominium cooperative.
   LITTER. Trash as defined herein, and all other waste material.
   LODGING HOUSE (OR BOARDING HOUSE OR ROOMING HOUSE). A house, building or portion thereof containing one or more rooms that lack cooking facilities and which do not
constitute dwelling units, that are provided as living quarters for tenants, with or without provision of meals, on a weekly or monthly basis.
   MANUFACTURED HOME PARK. A tract of land subdivided into sites, lots or other leaseholds which provide for the long-term placement of transportable housing supported by private, centrally-managed improvements, services, and facilities for the residents therein.
   MERCURY-ADDED PRODUCT. Any item containing mercury, as defined in RSA 149-M:58.
   MIXED-USE. A combination of residential, commercial, and/or non-profit uses.
   MUNICIPAL CART. A container with a fixed, hinged lid, wheels and a horizontal handle. The container must be approved for size, design, color, and durability by the Public Works Director or his designee.
   MUNICIPAL COLLECTION. The curbside collection of trash, recyclables, or yard waste by the Department of Public Works.
   NON-PROFIT ORGANIZATION. An organization that conducts business for purposes other than profit and which has tax-exempt status with the Internal Revenue Service.
   PARK. Any park, reservation, playground, beach, recreation center or other public area owned or used by the city and devoted to active or passive recreation.
   PLANNED DEVELOPMENT. Any development involving the construction or creation of two or more principal buildings on a single lot, developed as a whole in a single development operation, or in a series of planned development phases.
   PRIVATE PREMISES. Any dwelling, house, building, or other structure designed or used, either wholly or in part, for private purposes and regardless of whether or not the premises are inhabited or temporarily or continuously vacant. Such premises shall include any yard, grounds, walk, driveway, porch, steps, vestibule, or mailbox belonging or appurtenant thereto.
   PUBLIC PLACE. Any public building, park, square, space, grounds, street, sidewalk, boulevard, alley or other public way.
   RECYCLABLE. Any material that, according to the current rules and regulations of the Department of Public Works, may be separated from the waste stream for reuse or repurposing.
   RESIDENTIAL. Designed for people to live in.
   TRASH. All putrescible and nonputrescible waste material, excluding bulky items, industrial waste, yard waste, hazardous waste, infectious waste, radioactive waste, and construction and demolition materials.
   VEHICLE. Any device in, upon, or by which any person or property is or may be transported or drawn on a street or highway including devices used exclusively on stationary rails or tracks.
   YARD WASTE. Leaves, grass clippings, garden debris, small or chipped branches (not exceeding three inches in diameter or three feet in length), and Christmas trees.
