The members of the Arts Commission shall be appointed for terms of one, two, and three years respectively from the seventh day in December, 1999, and annually in November, in succeeding years, the Mayor shall appoint, and the Board of Mayor and Aldermen shall confirm, one person to hold office for three years from the first day of the following December, or until his successor has been elected and qualified.
