The office of the Planning and Community Development is hereby designated as the administrative agency charged with the duty of administering and enforcing the regulations herein prescribed. The duties of the Director of Planning and Community Development shall include that of hearing and deciding all permits under § 154.14 of this chapter, but shall not include any of those powers or duties herein delegated to the Board of Adjustment.
