§ 31.12 DISPOSITION OF FINES AND FORFEITURES.
   All fines and forfeitures imposed by the Manchester District Court shall be paid into the city treasury, to be appropriated to such purposes as the Board of Mayor and Aldermen shall from time to time determine.
