No alterations shall be made in any of the pipes or fixtures inserted by the city, except by its agents, who are to be allowed to enter the premises supplied, to examine all apparatus, and ascertain whether there is any unnecessary waste. All alterations and extensions of pipes in a house shall be made in accordance with the applicable plumbing code under the jurisdiction of the Planning and Community Development Department.
