(A) The Board of Mayor and Aldermen has determined that emergency situations require that city officers and department heads as defined by the City Charter be near to their place of employment for the public good.
(B) All city officers and department heads as defined by the City Charter shall reside within the boundaries of the City of Manchester within 180 days of their appointment, except as otherwise provided in this section.
(C) The provisions of this section relating to residency shall not apply to city officers or department heads as defined by the City Charter who reside outside of the City of Manchester as of the effective date of these provisions.
