Before the letting of any contract for the collection and removal of garbage and other refuse within the city limits, the city council shall advertise for bids pursuant to state law and amendments thereto. Upon the letting of such a contract, the person, firm, corporation or other business organization receiving the same shall give a bond to the city in such sum as shall be designated by the City Council, which bond shall provide for the faithful performance of such contract.
