§ 31.01 OFFICERS’ BONDS.
   (A)   Required. All elected or appointed city officers and employees shall be bonded in such sums as provided in this section.

   (B)   State supervision. The amount for which a city officer or employee or group of officers or employees shall be bonded is subject to the supervision of the Department of Administration of the state. If the Department of Administration determines that the amount of the bond is inadequate, it may require the City Council to purchase an adequate bond.

   (C)   Form.
      (1)   The condition of such surety bond must be that the principal shall well, truly and faithfully perform all official duties required of him or her by law and also such additional duties as may be imposed on him or her by any law of the state or city subsequently enacted and that he or she will account for and pay over and deliver to the person or officer entitled to receive the same all moneys or other property that may come into his or her hands as such officer.
      (2)   The principal and sureties on the official bond are also in all cases liable for the neglect, default or misconduct in office of any deputy, clerk or employee appointed or employed by such principal.
      (3)   The form of the surety bond for city officers and employees must be approved by the City Attorney and filed and recorded in the office of the City Clerk.

   (D)   Insurer selection.
      (1)   The City Council shall purchase a blanket surety bond covering city officers and employees.
      (2)   The City Council shall actively solicit offers on a competitive basis from available, qualified insurance or surety companies before purchasing the bond.
      (3)   Such blanket surety bond purchased by the City Council shall be executed by responsible insurance or surety companies authorized and admitted to execute surety bonds in the state.

   (E)   Premium payment. The premiums for such blanket surety bond shall be a proper charge against the budget of the city’s General Fund.

   (F)   Coverage. The bond herein mentioned shall be a blanket bond and shall cover all officers and employees of the city or any group or combination of officers and employees.

   (G)   Amount.
      (1)   The City Treasurer shall be bonded in the sum of $20,000.
      (2)   All other officers and employees shall be bonded in the sum of $5,000.
