§ 30.11 SPECIAL MEETINGS.
   (A)   Special meetings may be called by the Mayor, or at the request of three members of the Council, at any time by the City Clerk on request, after giving reasonable notice thereof in writing to all the members of the Council present in the city.
   (B)   The business of special meetings must be restricted to the object stated in the notice of the special meeting.
   (C)   All meetings shall be held in a place provided therefor by the City Council.
