§ 30.10 MEETINGS; CALLED TO ORDER; WHEN.
   (A)   The City Council shall hold its open public regular meetings for the transaction of municipal business on the second and fourth Tuesdays of each month commencing at a time set by resolution. The Mayor or, in his or her absence, the President of the City Council shall convene and call the City Council meeting to order. In the absence of both the Mayor and President of the City Council, the City Council may appoint one of its number to act in his or her place. All meetings shall be held in a place provided therefor by City Council.
   (B)   If a quorum City Council is convened by either the physical presence of the members or by means of electronic equipment, such as a conference call; and if the City Council will hear, discuss or act upon a matter over which it has supervision, control, jurisdiction or advisory power, then the meeting must be open to the public and the press must be permitted to photograph, televise or record the proceedings of the meeting, and legally sufficient minutes of the meeting must be kept and made available for the public.
